I don't quite understand what you are asking? #openvideo on freenode is made up of different people interested in open video. That is both like creative-commons open, and open as in free software video editors etc. We were made before the open video conference, but that's also a part of the channel now. It's not really a project or anything, it's just kinda related to this mailing list, and some individual people who are interested.
