[Consortium] Funding option

Hi,

We don't need any bank account to get it started. Someone has to sign up 
for a new account with the adwords system under the name of the 
consortium. Then once it is accepted we just add the relevant code to 
the various pages/sites in the LAO posse.

It takes about 10 minutes to sign up and a couple of days to be processed.
