[LAA] GxTuner release v2.4

GxTuner is a simple (linux) guitar tuner for jack with a analogue like 
interface.

With this release GxTuner moves to use GTK3 for interface building.

Additional changes are:

+ add tuning indicator (arrows)

+ add 1/100 cents to the view when cents<1

+ add a strobe like tuning indicator
