No.  I believe 3.0 and 3.1 used the same ABI, but 3.2 changed the ABI again. 
All of the ABI changes were to bring it in line with some standard (no idea
what.)  3.2 was a bug fix, but apparently (assuming there aren't any more
bugs) the ABI should be compliant with The Standard now, and hence stable.
