If you don't like programming, you can do it in Audacity!

Open Audacity and make two tracks. Generate the required length of
silence in one, and a *very* short tone (eg a square wave) in the
other. Zoom in till you can see the individual samples, and
copy-and-paste 1 sample from the square wave into the silence.
