It very much looks like it.
Here (on Debian) they play just fine; both inside firefox and the
downloaded file with mplayer.
The totem /no-sound/ issue may be because you did not install the
"gstreamer-vorbis" package or it's because of your audio-setup; check
with `gstreamer-properties` to make a test-sound.
..and maybe you did compile mplayer without ogg/theora/vorbis support?!
(install libtheora-dev and libvorbis-dev before compiling it, or simply
use a binary package for mplayer)
try `mplayer -ao jack xxx.ogv`
It should print sth. like this:
