This is very misleading. Field reconstruction is limited to the
LF range, but that does not mean that Ambisonics has no localisation
paradigm for the rest of the frequency range. It has, and it consists
of creating an energy vector in the right direction and the best
possible magnitude. This is the same as used by intensity based
stereo and VBAP. Compared to the latter Ambisonics does a better
job as it will avoid giving preferential treatment to the speaker
positions.
