Not quite. With a 16 bit card you wouldn't be able to pick up anything
at all @ -96 dB ... zilch! 

Assuming this card otherwise works as promised (?), you will still be
able to pick up a conversation drenched in 24 dB of noise @ -120 dB.

So 20 "useful" bits - approx.
