A plugin, by definition, needs to be plugged into something else.
What is it supposed to do without 'the application above' ?

If you want an alsa device which includes a plugin this can
probably be done using an ~/.asoundrc. 

A world of exhaustive, reliable metadata would be an utopia.
It's also a pipe-dream, founded on self-delusion, nerd hubris
