It depends what you mean by 'open' or 'free'. The GPL includes some safeguards 
against commercial abuse, by insisting on source code availability - but 
loops aren't exactly analogous to software, of course.

Preventing resale might get more loops into the library, at the expense of 
flexibility. Another consideration is whether the creator of the loop, or the 
OMRL itself, is acknowledged in any derivative works.  

It would be difficult to sell OMRL material at an inflated price to people who 
were aware of ORML's existence on the web. Insisting on credit where credit 
is due might help with that. 

If people wanted to sell CDs of ORML material then maybe they should be asked 
for a donation towards bandwidth costs, which I expect will be considerable.
