if you have erik de castro lopo's libsndfile on your system, you also 
have sndfile-convert, which can convert w64 into normal wavs. those can 
be used with oggenc.

if you don't, get it here: http://www.mega-nerd.com/libsndfile/

in case you need to resample, also get his sample rate conversion 
library at http://www.mega-nerd.com/SRC/.
