Do you mean a command line tool ? if yes you can use the james beauchamp
tool call SNDAN http://ems.music.uiuc.edu/~beaucham/ .
I use it to convert on the fly wav files to spectrum thumbnails of the
samples for my website oneshotsamples.com .
