[LAU] windows (wine) apps can no longer see alsa midi ports

I should add to the description below that the windows apps in wine
don't see any sign of alsa, neither midi nor audio. In other words alsa
support is completely broken in wine on my machine. However winecfg
clearly lists the available midi ports and alsa devices correctly.
