Thanks for the recommendation. I figured Rubberband would be the ticket, 
but it's always good to ask. :)

However, it would be nicer if RB had a simple option to alter by direct 
tempo value instead of percentage change, i.e.:

rubberband --intempo 120 --outtempo 115 foo-120.wav foo-115.wav

That would eliminate a calculation on the user's part and simplify the 
process.
