Damper/Sustain pedals are typically momentary (non-latching) switches -- 
like what you have.

It sounds like what you want is a MIDI expression pedal.  These usually 
have a see-saw-like construction for your foot to rock back and forth. 
They also have an encoder for sending MIDI CC's.
