When opening it with audacity, I see that this file has two "sounds", 
one which starts at sec.0, and another one starting later.  It seems to 
me that only the second "sound" is heard in vlc.

Isn't it reproducible to you?  Do you hear the same thing with aplay and 
vlc?!
