I have a cheap but working solution for up to 26 channels:

cheapest off-shelf AMD Athlon II X2 250 (with on-board nvidia chipset)
3.0.0 lowlatency kernel
RME hdsp9652 (use raydat for more channels)
3*Behringer ADA8000 converters (this is probably the weakest part,
especially the power supply of those, but also phantom power problems
and random noise peaks at some inputs)

Runs with 64 frames/period at 48 kHz without xruns for hours, even at
about 60-70% CPU usage on both cores. Used on stage with 10 inputs and
24 outputs.

Switch *all* cores to maximum clock rate manually (or deactivate
frequency scaling completely).
