Well, jack session manager can do that all, but it depend on the
implementation in the application witch settings gone be restored.
It will not be a good Idea when jack deals with window managers, so it
is up to the application to do that. 
Aktuell, as a example, gxtuner restore his size, position and also the
work space next to all other settings he use.
