[LAU] update release gxtuner-1.3

gxtuner is updated to version 1.3,
it's a simple, small and lightweight guitar/bass tuner for jack,
a break out of the guitarix tuner module.

changes:
        * full arbitrary scaling interface
	* show octave number within the note
