It really depends what you want to achieve. Making pipe-like sounds
using simple additive synthesis and effects is relatively simple. In
fact, you can even have a grand time making pipe sounds with an electric
guitar and a bunch of pedals. :) Of course, it's easier to make pipe
ensemble sounds, as you can use detune and chorus effects to make it
sound more credible. If, on the other hand, you're out to reproduce a
lone highland pipe in all its splendour, well, just forget it. Your best
option would probably be to buy good quality samples and a specialised
controller as McCoy pointed out.
