seriously.... Mixer4 does a lot of exactly that, and is an offline, text-based program. (think Lilypond, but for audio.)

it's new, not so well known yet, and not yet packaged for repositories, but is an exciting little bit of code! i'll let Grekim speak for himself here, to answer any questions about details...
