I'm thinking purely from the point of view of a distribution wanting to
package this.

au contraire, non geeks tend to use Windows. :) Geeks flock to Linux.
Also, whether capital letters are used doesn't affect things (no capital
letters in package names, for example.)

Although, lisp (the programming language.) is called clisp (from common
lisp), at least on Wheezy: 
common-lisp-controller - Common Lisp source and compiler manager
clisp - GNU CLISP, a Common Lisp implementation
