You may want to check out airtime:
http://www.sourcefabric.org/en/airtime/ - it's a kitchen sink solution
and may be more than what you want or need.

As for skype & jack, you can use the alsa loopback device or alsa-jack
plugin to bridge non-jack clients - incl skype - to jack. With icecast
and darkice are your friend but be aware that there's a lot of details
for a proper radio station..
