Certainly.

globally? midi-note 0 -> 127,  1-> 126, etc.. 63->64 ?
or per octave? C -> B, D# -> Bb.

The latter is already possible with
http://gareus.org/oss/lv2/midifilter#mapkeyscale  It might be a simple
matter of adding some preset.
