[LAU] GxTuner moves to GTK3+

Hi

For those interested, I've ported GxTuner to GTK3+ now.

GxTuner is a simple, analogue style guitar tuner, use the equal-tempered 
scale at 440HZ

The reference pitch could be adjusted at command line and/or runtime in 
a half tone range: 415Hz <-> 467Hz

The tuning range is from 20HZ to 1050HZ

If you've any problems building or running GxTuner with GTK3, please let 
me know at the usual github issue tracker.
