That's incorrect.

The math for audio gain control and MIDI gain control are separate and
different.

The fader controls whatever types of signals are presented to it. If there
is audio, it will do audio gain control; if there is MIDI, it will alter
the velocity values of MIDI note on messages; if both are present, it will
do both.

It will never scale a MIDI note on velocity value to an illegal level.
