I got in touch with people from teh Institute for Solar and Terrestrial Physics from Irkutsk, Russia who wrote audio codec.<br>

Developers from that institute are willing to cooperate with a variety
of Linux audio users and developers who are willing to work further on
the development of that codec, testing and dissemination.<br>
