yes you can run it I have an ARM dev board here running jack and Qjack ctrl

At least arm in general i working, we have a Debian package for this
architecture:

  http://packages.debian.org/sid/jackd


In general, it should be working almost everywhere as long as there are
some basic atomic operations available (like compare-and-swap or
fetch-and-add).
