It does. As a frame position within the audio stream. It depends on the sample rate of the audio stream, you know: 44.1/48 kHz.

actually, if there is a JACK time master that has a notion of musical time (which is a choice of the user, not JACK), then JACK will also tell you the time in terms of bars and beats, along with the tempo and meter.
