he is NOT using hw:1

he wants to use the 2nd subdevice on hw:0, hence hw:0,1 or variant thereof

You are missing a switch, The first -d says use the alsa backend... then
you need to do -d hw:1

Also, make sure jackdbus is not already running with:
 jack_control exit

Then try:
pasuspender -- jackd  -d alsa  -d hw:1
