Is there someone who is already working on a project like this who I could help out? Any direction you could give me would be appreciated.

The important part is getting the samples. If you get 24bit 44.1khz or 48kkhz WAV files I know plenty of people that would be more than happy to turn these into proper sample files. I personally have experience with SFZ and would be happy to contribute to putting the files together.
