Usually, this is because of some problem with your PKG_CONFIG_PATH.

There are lots of ugly environment variables that have to be set
correctly for things to interact correctly with fink, darwinports, or
self-compiled packages.  That is one reason why I consider OSX an
"adequate (not great) platform for open software".  That wretched,
non-standard mach-o load module format is another.  ;-)
