"flite" (festival-lite) is very simple and is only one binary file. It's usage is "flite TextFile WavFile". But as you see, it only creates a WAV file. I don't know about the quality compared to other programs. I looked at the WAV file and it's a 16 bit mono file sampled at 8000. Rocco
