Most people want recommended packages to be installed by default, thus
it is a reasonable default. If you don't want recommended packages
installed by default, well, this option was invented precisely for this
purpose.

Debian can be very easily tuned to fit your needs. However, it looks
like you are looking for a distro that is at the same time widespread,
with a large community, and fits your very precise and uncommon needs
without tuning. Good luck.
