For what it's worth (and possibly too late now) 'Internet' there
takes a definite article.

"FSMSI 2004: European seminar on Free Software for Multimedia
 Streaming over the Internet."

I also wouldn't capitalize 'multimedia streaming' unless you 
also capitalize 'seminar'.
