I'm also wondering about the weird lspci -v output which reports no latency for the matrox card [and it's not bus master like all other pci devices i have]..

one other thing to try: be sure in you XF86Config you have
PciRetry set to off.  From man mga:

       Option "PciRetry" "boolean"
              Enable or disable PCI retries.  Default: off.
