You could try this LADSPA plugin: http://quitte.de/dsp/caps.html#HRTF
I haven't used it myself, but it seems to do what you want (HRTF
positioning at elevation 0). You could probably use Ardour to apply the
HRTF to each channel and downmix to stereo.
