No, it's a beat slicer, nothing to do with MIDI.

Maybe the confusion arises from an incorrect summary in the man page
on the aubio website -- the first line at
http://aubio.org/aubiocut.html appears to have been cut and pasted
from the man page for aubionotes.  (cc'ing the author)
