Maybe your soundcard doesn't have the envy24 chipset then.

The Audacity developers do talk about it quite a lot, but the program 
is a general purpose audio tool and not everyone records from live 
sources. Cross-platform, quite a few mixer utilities have level 
meters, so they aren't always needed within the recording application 
itself.
