A current tarball is now available on the jackit.sf.net website.  I
don't know of any way for you to get it without an internet connection
of some sort.

In the early days of the Internet (1994 ;-)), there were several
ftp2email servers around the world that, given a specially formatted
email, would download a file from an ftp site and email it to you.  I
don't know if any of those are still around.
