For just doing disk recording, a 1Ghz machine or even slower might be fine.
If you are going to be using lots of plugin effects or softsynths, get the fastest machine you can get your hands on. My 2.33Ghz dual-core Intel 64bit system works fine with lots of softsynths and plugins simultaneously.

It seems that PCI interfaces are the most solid and reliable. It's a bit more hit-and-miss with firewire or USB.
