Last Intel CPUs not requireing fans were 486 Type 40MHz.

Of course nowadays there are those nice VIA x86 CPUs which can be used 
without fan. But you'll hardly find those on an ATX board so you can use 
all your fine PCI adapter cards, as these CPUs are mainly used on 
embedded computers.
