Hi, my debian sid uses /etc/security/limits.d/*.conf files, e.g. audio.conf:

# Provided by the jackd package.
#
# Changes to this file will be preserved.
#
# If you want to enable/disable realtime permissions, run

@audio   -  memlock    unlimited
