You'll get many votes for LilyPond -- rightly so!
Frescobaldi is a KDE-based IDE for LilyPond
There's also LilyPondTool for jEdit (requires Java)
For wysiwig editing, try MuseScore
For chords & lyric-type song sheets, try Chordii
