Jackd does not resample. IIRC the domain of pulseaudio is to be crap, on
Arch general mailing list it was argued the (outrageous [1]) way
pulseaudio does volume automation.

[1] my opinion. Of course not only my opinion, but seemingly some people
guess it's smart, what I call "outrageous", of course no one of them
knows AES, VDT etc.
