In the same sense that a collapsed roof is not a damage but an
opportunity for building a new roof.

You are confusing "danger" with "damage".  The danger is people
investing into an infrastructure not under their control.  The damage is
when they have to write off part of their investment because of that
decision.  The longer you keep investing, the larger the damage will be
in the end.
