Ken, I think you are missing the point of my inquiry. Our hosting is totally
free since it is through the university. We are not however in position to
host something does not necessarily fall under our mission.
So, the question is whether we consider E17 project part of our mission and
if so should we offer them a free hosting service.

I use and highly recommend
NearlyFreeSpeech.NET for hosting.
Dirt cheap, great service, and technically they are serious geeks. How
many other web hosters give you emacs and CLISP (among others) in your SSH
environment? Plus, they've fully embraced the Open Source Ideology, which
I support enthusiastically.
I can't imagine using anyone else for web hosting, especially if money is
tight.
