[Consortium] ladspa repository

Hi, I have recently had the task of updating my 2 year old system. It has become obvious that there is no central location for all ladspa plugins or even a package that installs all known plugins. I am proposing that a new portal is created as part of the LAO web system. I am also volunteering my time to create such a portal and to at least instigate the packaging of all known plugins into a simple to install tarball.
