cat /proc/sys/kernel/lowlatency

is one thing ...

and the config options in the kernel are these:

CONFIG_LOLAT=y
CONFIG_LOLAT_SYSCTL=y
CONFIG_PREEMPT=y

If you have the .config for your kernel you can grep for these to see
if they are turned on. debian keeps a copy of your kernel's config file
in /boot, not sure if/where other distros put it.
