Its all raw maximum volume.
Jack is analogous to a hardware patch bay. You need to
connect something with a volume control to that patch
bay if you want to control level.
You could use a simple LV2 host like jalv with
a stereo amplifier plugin for that, or if you want
something less basic I'd recommend zita-mu1:
